- Individuals debarred by the Food and Drug Administration pursuant to the Federal Food, Drug and Cosmetic Act (FDA)

- Individuals ineligible for Tri-Care, the Civilian Health and Medical Program of the Uniformed Services n the United States (CHAMPUS)
